Code for design of fire prevention for railway
engineering
1 General
1.0.1 In order to ensure the production of railway transportation and the safety
of people's lives and property, implement the fire protection policy of “prevention
first, combined fire protection and prevention" in railway engineering design,
prevent and reduce fire hazards, this code is hereby formulated.
1.0.2 This code is applicable to the fire protection design of newly constructed
and rebuilt railway projects.
1.0.3 The fire protection design of railway engineering must follow the relevant
national laws, regulations and policies; correctly handle the relationship
between production and safety, key points and ordinary points; actively adopt
effective and advanced fire protection technologies, to be safe, reliable,
advanced, mature, economical.
1.0.4 In addition to this code, the fire protection design of railway engineering
shall also comply with the current relevant national standards.
2 Fire hazard classification and fire resistance rating
2.0.1 The fire hazard classification of the main production houses such as the
locomotive depot, car depot, EMU depot (station), power supply depot,
comprehensive maintenance base (depot), large-scale road maintenance
machinery depot, luggage express transportation base, transfer warehouse,
tank truck wheel change line (depot) of port station, etc., as well as the grading
and zoning of explosion and fire hazard environment of the main production
sites shall comply with the provisions of Appendix A and Appendix B of this code.
2.0.2 The fire resistance rating of station buildings and underpasses,
overpasses, platform rain sheds at passenger stations, railway logistics center
warehouses, passenger car technical servicing depot and repair garages, EMU
servicing garage (inspection garage), mechanical insulation trucks and ice-filled
insulation vehicle maintenance warehouses shall not be lower than the level 2.
The fire resistance rating of other types of production and living buildings shall
not be lower than level 2.
2.0.3 When the steel structure is used in the spray paint warehouse, paint
railway lines can be exempted from the restriction of clause 3.1.1, 3.1.2, 3.1.3
of this code, but the fire separation distance between the barreled category B
diesel warehouse, the category B and C liquid storage tanks and the railway
line shall comply with the relevant provisions of the national standards.
3.1.5 The buildings and structures installed under or adjacent to the railway
viaduct shall adopt non-combustible walls with a fire resistance rating of not
less than 2.00 h, non-combustible roof panels with a fire resistance rating of not
less than 1.50 h, as well as category C fireproof doors and windows.
3.1.6 No greasy plants shall be planted in the railway land boundary.
3.1.7 When the railway passes through the forest area, the width of the fire
isolation belt from the center line of the railway line closest to the forest to the
edge of the vertical projection of the forest shall not be less than 30 m.
3.1.8 When the railway passes through the fire prevention zone of key
grassland, it shall set a fire isolation belt of not less than 20 m from the railway
land boundary to the edge of grassland.
3.1.9 When the pipelines for transporting category A, B, C liquids and
combustible gas pipelines are buried parallel to the railway, the distance from
the crude oil and finished oil pipeline to the railway line shall be not less than
25 m; the liquefied petroleum gas pipeline shall be no less than 50 m away from
the railway line, the distance from the railway land boundary shall be greater
than 3.0 m, meanwhile it shall comply with the provisions on railway safety
protection zone in the "Railway safety management regulations".
The fire separation distance between the category B and category C liquid and
low-pressure combustible gas pipelines directly serving railway transportation
and the adjacent railway line shall not be less than 5.0 m. The fire separation
distance between the pipeline of medium-pressure and sub-high pressure
inflammable gas and the slope foot of the adjacent railway embankment shall
not be less than 5.0 m; however, it can be appropriately reduced after effective
safety protection measures are taken under difficult conditions.
3.1.10 The fire separation distance between buried pipelines for transporting
category A, B, C liquids and combustible gas pipelines and railway houses shall
comply with the provisions of relevant national standards "Design code for gas
transmission pipeline engineering" GB 50251, "Code for design of oil
transportation pipeline engineering" GB 50253, "Code for design of city gas
engineering" GB 50028.
3.2 Locomotive and vehicle facilities
3.2.1 The tank washing line shall be of flat slope end type; the safety distance

4.1 Pipeline crossing the line
4.1.1 The pipeline shall not cross intercity railways, railways with a design
speed of 200 km/h and above, railways for EMU. The pipeline should not cross
over other railways. However, if the crossing is necessary, it shall take safe and
reliable protective measures and meet the following requirements:
1 The distance from the bottom surface of the pipeline crossing structure to
the top surface of the railway track shall not be less than 12.5 m; the
distance from the live part of contact network shall not be less than 4.0 m;
the fire resistance rating of the supporting structure shall be level 1.
2 The wall thickness of the crossing segment of the pipeline shall comply
with the requirements of "Code for design of oil and gas transportation
pipeline aerial crossing engineering" GB 50459.
3 The span shall not be less than the land boundary of the railway. Pipe parts
such as flanges and valves shall not be installed in the range of span.
4.1.2 The position where the pipeline crosses the railway shall meet the
following requirements:
1 The pipeline should be selected to cross through existing facilities such as
railway bridges, reserved pipeline culverts, etc.
2 The pipeline shall not cross the subgrade segment of the ballast-less track
of the existing railway. The crossing under special conditions shall be
specially designed and shall comply with the limit criteria for the settlement
of the subgrade.
3 The pipeline should not be crossed at the base segment of the ballasted
track road where the design speed is 200 km/h and above and the track
of the EMU, various transition segments, the segments where the railway
bridge crosses the main river course of the river.
4.1.3 The crossing angle between the category A, B, C liquid and combustible
gas pipelines and the railway shall meet the following requirements:
1 The crossing of pipelines and railways should adopt vertical crossing or
large-angle oblique crossing; the crossing angle should not be less than
30°.
shall be provided on both sides of the marshalling yard. The fire lanes of the
marshalling yard shall be connected to each other. Fire lanes shall be provided
on the side of the departure yard of marshalling yard of regional and above
marshalling stations. The fire lane should be set close to the parking lot; the
distance from adjacent lines should not be greater than 25 m.
The fire lane of the marshalling yard can be exempted from providing a
turnaround yard.
5.0.3 For the cargo yard with flammable and explosive dangerous goods, the
combustible material stock yard and a liquefied petroleum gas tank area with
an area of more than 30000 m2, the category A, B, C liquid storage tank area,
between the circular fire lanes in the combustible gas storage tank area, it shall
set up an intermediate fire lane connected to the circular fire lane. The distance
between the fire lanes shall not be greater than 150 m; meanwhile it shall
comply with the relevant provisions of the "Code of design on building fire
protection and prevention" GB 50016.
The distance from the edge of the fire lane to the edge of the combustible
material stacking yard shall not be less than 5 m.
5.0.4 For large and extra-large passenger stations, when the station building is
line-side flat type, the basic platform shall be used as the fire lane.
5.0.5 The net width and headroom height of the fire lane shall not be less than
4.0 m.
5.0.6 The servicing line for passenger cars and mechanical insulation vehicles
as well as the parking lines for passenger cars, EMUs, large-scale road
maintenance machinery shall be provided with a fire lane parallel to the line,
which shall comply with the following requirements:
1 When the distance between the outermost two lines of the servicing line
and the parking line area is less than or equal to 80 m, it shall provide a
fire lane and there shall be a turnaround area.
2 When the distance between the outermost two lines is greater than 80 m
and less than or equal to 160 m, two fire lanes shall be provided.
3 When the distance between the outermost lines is greater than 160 m,
three fire lanes shall be provided.
4 When there are two or more fire lanes, the fire lanes shall be connected to
each other.
5 The hardened ground between lines can also be used as a fire lane; its net
width shall not be less than 4 m.
6.1.4 It is strictly forbidden to set up entertainment, performing arts and other
places in the public area of the passenger station building. Catering and
commodity retail outlets set up to serve passengers shall meet the following
requirements:
1 The fire resistance rating of the roof slab shall not be less than 1.50 h; the
fire resistance rating of the partition wall shall not be less than 2.00 h. A
solid wall or category A fireproof glass with a width of not less than 2.0 m
shall be installed between the aisles on both sides of the partition wall.
2 The area of fixed catering and retail outlets shall not be greater than 100
m2; the total building area shall not be greater than 500 m2 when set up
continuously.
3 No open flame shall be used during operation.
4 The fixed catering and retail outlets of medium-sized and above stations
shall be equipped with automatic fire alarm systems and automatic
sprinkler systems. When they are continuously installed and the building
area is greater than 100 m2, a mechanical smoke exhaust system shall
also be installed.
5 When the building area of the commodity retail point is not more than 20
m2, meanwhile the distance from other functional houses or catering or
commodity retail points is not less than 8.0 m, fire separation measures
can be exempted.
6.1.5 The public area of the station building and the centralized office area and
equipment area of medium-sized and above railway passenger stations shall
be divided into independent fire compartments. When the luggage (parcel)
warehouse is co-built with the passenger station, the luggage (parcel)
warehouse shall be divided into independent fire compartments; meanwhile the
public area of the station building shall not be combined with the luggage (parcel)
warehouse.
6.1.6 When the inbound staircase leading to the platform of the elevated waiting
hall (room) is used as a fire evacuation staircase, the buffer distance from the
evacuation door to the stair step should not be less than 4.0 m.
6.1.7 The net width of evacuation openings, walkways and stairs of railway
passenger stations shall comply with the relevant provisions of the "Code of
design on building fire protection and prevention" GB 50016; meanwhile the net
width of all staircase sections in the station building for passenger evacuation
shall not be less than 1.6 m.
6.1.8 When the waiting hall (room) is located on the top floor of the passenger
station building, meanwhile the height difference between the indoor floor and
limit monitoring system.
6.2.2 Traction substation, substation, autotransformer station, main control
room of switching station, power distribution device room, compensation device
room, transformer room, control room of 10 kV and above transformer and
