All technical contents of this part of GB 21551 are mandatory.
GB 21551 ?€?Antibacterial and cleaning function for household and similar
electrical appliances?€? is divided into the following two parts.
Part I. General requirement;
Part II. Particular requirements.
This part is the first part.
Appendix A of this part is a normative appendix.
This part was proposed by the China Light Industry Federation.
This part shall be under the jurisdiction of the National Household Electrical
Appliances Standardization Technical Committee (SAC/TC 46).

for household and similar electrical appliances
1 Scope
This part of GB 21551 specifies the scope, terms and definition, technical
requirements and markings, etc., of antibacterial and cleaning for household
and similar electrical appliances (hereinafter referred to as household
appliances).
This part applies to the various household appliances having the antibacterial
and cleaning functions.
2 Normative references
The provisions in following documents become the provisions of this part
through reference in this part of GB 21551. For the dated references, the
subsequent amendments (excluding corrections) or revisions do not apply to
this Standard; however, parties who reach an agreement based on this
Standard are encouraged to study if the latest versions of these documents are
applicable. For undated references, the latest edition of the referenced
document applies.

3 Terms and definitions
The following terms and definitions apply to this part of GB 21551.
3.1
Household and similar electrical appliances
It refers to the electronic and electrical devices used by the non-electrical
professionals in homes, apartments and similar places.
3.2
Antimicrobial
It refers to the process of using chemical or physical methods to kill bacteria
or impede the growth and reproduction of bacteria and its activity.
3.3
Eliminating bacterial
It refers to the process of using chemical and physical methods to eliminate
or reduce the bacteria or fungi from the target.
3.4
Preventing mildew
It refers to the process of using chemical and physical methods to kill mold
or inhibit the growth and reproduction of mold and its activity process.
3.5
Preventing mildew
In the anti-mold test the mildew grade is used to represent the preventing
mildew effect.
3.6
Antibacterial rate
In the antimicrobial test, the percentage is used to represent the
microbiological reduction.
3.7
Eliminating bacteria rate
In the bacteria eliminating test, the percentage is used to represent the
microbial reduction.
3.8
Antibacterial rate
It refers to the rate of the clean air amount of the appliance in eliminating a
certain air pollutant to the rated air volume of this device.

4.2.4 For the components or materials of the household appliances and their
components having the antibacterial and cleaning functions which are in
contact with food and close contact with human being shall pass the hygienic
safety assessment AND must comply with the requirements of Appendix A.
4.3 Antibacterial and cleaning function requirements
As for the household appliances having the antibacterial and cleaning
functions, the antibacterial rate, eliminating bacterial rate, and purification rate
shall comply with the particular requirements for the specific products of this
series standards.
5 Identification
5.1 Identification principles
The identifications and instruction manuals of the household appliances having
the antibacterial and cleaning functions must comply with the requirements of
the relevant national laws, regulations, and mandatory standards, it must
reflect the true attribute of the product, it is easy to understand and conforms to
the habits of the Chinese people, it shall be accurate and scientific, it shall not
have any expressed or implied information which may mislead consumers,
AND it shall not use false or exaggerated words.
5.2 Basic requirements for identification
The household appliances having the antibacterial and cleaning functions shall
be identified in accordance with the requirements of GB 5296.2.
5.3 Identification contents
The instructions for the use of household appliances having antibacterial and
cleaning functions shall include the following.
a) Such technical indicators as the antibacterial and cleaning function types,
the achievable antibacterial rate, eliminating bacterial rate, purification
rate and so on;
b) The normal functional declination and performance change of the
antibacterial and cleaning functions of the household appliances in the
service life;
c) The components of the household appliances to be replaced or cleaned
in the service life shall be explained;
d) Antibacterial components, their positions, and functions.
a) Sampling and preparation of test samples. sample is cut from household
appliances and their components, AND it may also use the raw materials
and processing method same as the finished product to produce test
sample.
b) Preparation of nutrient agar medium (NA).
Beef paste. 5.0g
Peptone. 10.0 g
Sodium chloride. 5.0 g
Agar. 15.0 g
Method. TAKE the composition than the agar to dissolve it into 1000 mL of
distilled water; USE 0.1 mol/L sodium hydroxide solution to adjust the pH
value after sterilization to 7.0 ~ 7.2; ADD agar; DISSOLVE it; CONTAIN it
separately; MAKE it be sterilized in the pressure steam sterilizer at 121 ??C
for 20 min.
c) Preparation of nutrient broth medium (NB).
Beef paste. 5.0 g
Peptone. 10.0 g
Sodium chloride. 5.0 g
Preparation method. TAKE the above composition and ADD it into 1000
mL of distilled water; HEAT to dissolve it; USE 0.1 mol/L sodium
hydroxide solution to adjust the pH value after sterilization to 7.0 ~ 7.2;
ADD agar; DISSOLVE it; CONTAIN it separately; MAKE it be sterilized in
the pressure steam sterilizer at 121 ??C for 20 min.
d) Preparation of inoculation medium. as for the preparation of the
physiological saline solution for the nutrient broth (NB), the NB
concentration for the culture of Escherichia coli is 0.2%, AND the NB
concentration for the culture of Staphylococcus aureus is 0.2% ~ 1%. In
order to facilitate the dispersion of bacteria, it may add a small amount of
surfactant Tween-80. USE 0.1 mol/L sodium hydroxide solution or 0.1
mol/L hydrochloric acid solution to adjust the pH value after sterilization to
7.0 ~ 7.2, CONTAIN it separately; MAKE it be sterilized in the pressure
steam sterilizer at 121 ??C for 20 min.
e) Strain preservation. INCOLUATE the strain on the nutrient agar medium
(NA) slope; CULTURE it at (37 ?? 1) ??C for 24 h; PRESERVE it at 5 ??C ~
10 ??C (for not more than one month); USE it as slope preservation
bacteria.
