1. Scope of application
This Rules applies to the safety certification of connectors whose rated voltage
is greater than 50V but not more than 1000V AC or DC, and the rated current
of a single contact is not more than 125A.
For connectors with a rated voltage not exceeding 50V, this Rules can also be
used as a guideline and certification basis. In this case, refer to GB/T 16935.1
(idt IEC 60664-1) to determine the electrical clearance and creepage distance.
Explain it in the type test report.
This Rules can also be used as a guideline and certification basis for
connectors with a single contact rated current exceeding 125A. Explain it in the
type test report.
This Rules does not apply to connectors for which there are expressly
applicable safety requirements.
2. Certification mode
CQC safety certification mode for connectors is: product type test + initial
factory inspection + after-certification supervision.
The basic steps of certification include:
a) Certification application.
b) Type test.
c) Initial factory inspection.
d) Evaluation and approval of certification results.
e) After-certification supervision.
After-certification supervision refers to one or a combination of three methods:
follow-up inspection after certification, sample testing or inspection at the
production site, and market sampling testing or inspection.
3. Certification application
3.1 Division of certification units
Apply for certification based on certification unit. In principle, the certification
units are divided as follows:
a) Connectors with the same electrical structure, the same material, the
same connection method, the same electrical rating, and only the number of
connector groups are different can be considered as the same certification
unit.
b) Connectors, of which the connection method is the same, the material is
the same, the structure is similar, and there are different connector modules
with various ratings (such as similar connector structures and installation
methods; there are signal connectors, power connectors, and connector
modules with different ratings), after being confirmed by the certification body
and supplemented by the difference test, can be considered as the same
certification unit.
c) Connectors with breaking capacity and without breaking capacity are
different certification units.
d) Connectors with different temperature characteristics are different certified
units.
e) Connectors with different electrical structures and electrical materials are
different units. If only the contact plating is different, they can be used as the
same certification unit after supplementary difference test.
f) Products from different production sites are regarded as different
certification units.
g) Products from different manufacturers are considered different
certification units.
3.2 Materials submitted for certification application
3.2.1 Application materials
a. Formal application form (print after filling in the application form online, or
download a blank application form and fill in).
b. Factory inspection questionnaire (when first applying).
c. Product description (CQC11-462222.01-2011).
3.2.2 Proof materials
a. Certificate of registration of applicant, manufacturer, production factory,
such as business license, organization code.
b. If the applicant is a seller or an importer, it is also necessary to submit a
copy of the relevant contract between the seller and the producer, and the
Test according to the method specified in GB/T 34989-2017.
The type test shall meet the requirements of GB/T 34989-2017. If any one item
fails to meet the requirements, it is determined that the certification unit does
not meet the certification requirements. When some of the type test items are
unqualified, the applicant is allowed to make corrections. The rectification shall
be completed within the time limit specified by the certification body (calculated
from the date of notification of failure of the type test). If the rectification is not
completed on time, the applicant shall be deemed to have given up the
application. The applicant may also terminate the application voluntarily.
4.2.3 Time limit of type test and test report
The testing agency designated by CQC will test the samples and issue a test
report in the prescribed format. From the receipt of the sample and testing fee,
the sample testing time is generally 30 working days. The time for rectification
and reinspection due to unqualified test items is not included in the calculation.
The testing agency entrusted by CQC will test the samples and issue a test
report in the prescribed format. After the certification is approved, the testing
agency is responsible for sending a test report to the applicant.
4.2.4 Determination
Type test shall meet the requirements of the product standards.
If any one item does not meet the requirements of the standards, it is
determined that the certification unit product does not meet the certification
requirements. If part of the type test items fails, the applicant is allowed to make
rectification. The rectification shall be completed within the time limit specified
by the certification body (counted from the date of the notification of type test
non-conformity). Failure to complete the rectification on time shall be deemed
as the applicant giving up the application. The applicant can also terminate the
application on its own initiative.
4.3 Requirements for critical raw materials
For critical raw materials, see CQC11-462222.01-2011 "Description of
Connector Products". In order to ensure the consistency of the certified
products, when the technical parameters / specifications / manufacturer /
production factory of critical raw materials is changed, the certificate holder
shall submit the application for change in time and send samples for test. They
can only be used in certified products after approval by CQC.

6.3 Termination of certification
When the type test fails or the factory inspection is Not-PASS, CQC makes a
failure decision and terminates the certification. If it wants to continue to apply
for certification after terminating certification, apply for certification again.
7. After-certification supervision
7.1 Supervision-inspection
7.1.1 Frequency of supervision-inspection
Generally, annual supervision shall be arranged within 12 months after the
initial factory inspection is completed, and the interval between each annual
supervision-inspection shall not exceed 12 months. CQC can adjust the timing
of supervision-inspection on an annual basis according to the actual situation
of product production. See Table 2 for the man-days of supervision-inspection.
Increase the frequency of supervision if one of the following occurs:
1) The certified product has serious quality problems or the user has
submitted a serious complaint, which have been verified that it is the
responsibility of the certificate holder;
2) When CQC has sufficient reasons to question the compliance of the
certified product with the certification standards;
3) When there is sufficient information to indicate that the conformity or
consistency of the product may be affected by changes in the organization,
production conditions, quality management system, etc. of the producer
or production factory.
7.1.2 Contents of supervision-inspection
The method of after-certification supervision-inspection adopts the supervision-
inspection of factory product quality assurance ability + consistency inspection
of certified products. CQC supervises and inspects the factory according to
CQC/F 001-2009 "CQC Mark Certification Factory Quality Assurance Ability
Requirements". Articles 3, 4, 5, and 9 are mandatory items for each
supervision-inspection, and other items are optional.
The contents of the consistency inspection of certified products is basically the
same as the contents of the product consistency inspection during the initial
factory inspection. At the same time, check the product quality inspection
according to Table 1.
7.1.3 Conclusion of supervision-inspection
The inspection team is responsible for reporting the conclusion of the
supervision-inspection. If the conclusion of the supervision-inspection is Not-
PASS, the inspection team shall report directly to CQC. If there are non-
conformities in the supervision-inspection, the factory shall complete the
rectification within the specified period, and CQC shall take appropriate
measures to verify the results of the rectification. If the rectification fails to be
completed on time or is Not-Pass, the supervision-inspection will fail.
7.2 Supervision sampling inspection
When necessary, carry out the supervision sampling inspection on the certified
products. Samples shall be randomly selected from the qualified products
(including production lines, warehouses, and markets) produced by the factory,
and samples shall be taken from each production factory (site). The sampling
base shall in principle be more than 20 times the quantity of samples taken.
When sampling at the end of the production line or at the market/factory sales
outlets, the sampling base may not be considered. If no samples can be taken
on site, re-sampling will be arranged within 20 days. If still no samples can be
taken, the relevant certificate will be suspended. The samples taken shall be
mailed/delivered to the designated testing agency within 15 days. The
designated testing agency shall complete the inspection within 20 working days
(counted from the receipt of the samples and the testing costs), and report the
inspection conclusion to the certification body. The test items specified in the
standards used for type test can be used as items for supervision sampling
inspection. The specific inspection items are in accordance with the
requirements of the supervision sampling inspection plan formulated by CQC.
7.3 Evaluation of results
CQC organizes a comprehensive evaluation of conclusion of supervision-
inspection and conclusion of supervision-sampling inspection. If the evaluation
is qualified, the certification certificate will continue to be valid. If the
supervision-inspection fails or the supervision-test fails, the annual supervision-
inspection is determined as unqualified and shall be implemented in
accordance with the provisions of 8.3.
8. Certification certificate
8.1 Maintenance of certification certificate
8.1.1 Validity of certificate
The certification certificate of the products covered by this Rules does not set
the requirements of Clause 4.1 of this Rules.
8.3 Suspension, resumption, cancellation and withdrawal of certification
certificate
The use of certificates shall comply with the requirements of the related
certificate management regulations of CQC. When the certificate holder
violates the relevant provisions of the certification or the certified product fails
to meet the certification requirements, CQC will suspend, cancel and withdraw
the certification certificate accordingly, and announce the results. Certificate
holders can apply to CQC to suspend or cancel their certification certificates.
During the suspension of the certificate, if the certificate holder needs to resume
the certification certificate, he shall apply to CQC for resumption within the
specified suspension period, and CQC will resume it in accordance with
relevant regulations. Otherwise, CQC will cancel or withdraw the suspended
certification.
9. Use of certification mark
9.1 Mark style permitted to use
The certified products are allowed to use the following certification mark:
If the certified product needs to use the certification mark of 10mm and smaller,
it is allowed to use the deformed mark ( or ).
9.2 Application of certification mark
If the mark is applied, the certificate holder shall use the certification mark in
accordance with the provisions of ?€?CQC Mark Management Measures?€?. The
certification mark can be affixed on the obvious position of the certified product
body or on the smallest package and instruction manual.
10. Charge
Certification fees shall be charged in accordance with relevant CQC regulations.
