0??Introduction??
This Rules is established based on the security risk and certification risk of motor
vehicles - devices for indirect vision. It stipulates the basic principles and requirements
for the implementation of China Compulsory Certification for motor vehicles - devices
for indirect vision.
This Rules can be used with other general rules issued by Certification and
Accreditation Administration (CNCA), such as ?€?China Compulsory Certification
Implementation Rules - Manufacturing Enterprise Classification Management,
Certification Mode Selection and Determination?€?, ?€?China Compulsory Certification
Implementation Rules - Utilization of Manufacturing Enterprise Testing Resource and
Other Certification Results?€?, ?€?China Compulsory Certification Implementation Rules -
Factory Inspection General Requirements?€?.
The certification body shall make principles for certification according to the general
implementation rules and this Rules and implement them accordingly.
Manufacturing enterprise shall ensure that their certified products are capable of
sustaining the compliance with the certification and are compatible with the
requirements of the standards.
1??Application??scope
This Rules applies to the devices for indirect vision that is installed on the M-, N-, and
L-type of motor vehicle.
Due to the changes in the law, regulations or related product standards, technology,
industry policies and other causes which may change the applicable scope, the
announcement released by CNCA shall be final and conclusive.
2??Terms??and??definitions??
Devices for indirect vision. the device which is used by driver to observe vehicle traffic
area that can not be observed by direct vision.
3??Certification??standards?? ??
GB 15084 Motor vehicles - Devices for indirect vision - Requirements of performance
and installation
GB 17352 Performance and installation requirements of rear views mirrors for
motorcycles and mopeds
In principle, the latest versions of above standards that are issued by the National
Standardization Administration shall be executed. When other versions are required to
use, then it shall be executed according to the applicable relevant standards issued by
the State Certification and Accreditation Administration (CNCA).
4??Certification??modes??
The basic certification mode of implementing the China Compulsory Certification for
motor vehicles - devices for indirect vision is.
Type test + initial factory inspection + after-certification supervision;
Above ?€?After-certification supervision?€? refers to 1 of the 3 modes ?€? after-
certification follow-up inspection, factory on-site sampling test, or sampling test
in the market.
The certification body shall follow the requirements of ?€?China Compulsory Certification
Implementation Rules - Manufacturing Enterprise Classification Management,
Certification Mode Selection and Determination?€? to carry out the classification
management to manufacturing enterprise; consider the results of classification
management; on the basis of basic certification mode, appropriately increase the
combination of supervision mode after certification, so as to determine the certification
mode that is applicable to certification client.[TRNASLATOR NOTE is not part of this

to the Applicant / Manufacturer or its proxy (Power of Attorney). For ease of reading,
hereinafter abbreviated as ?€?CLIENT?€?].
5??Classification??of??certification??units??
In principle, ?€?motor vehicles - devices for indirect vision?€? products of the same-function,
produced by the same-producer (manufacturer) and same-manufacturing enterprise
(location), and having no significant difference in the following aspects could be
classified as one certification unit.
(1) The design of device (if related, it includes the design of body connection), for
example, the structure and materials of holders, the structure and materials of
connector, the connection mode with car body, and adjustment mode of mirror,
etc;
(2) For mirrors, the mirror?€?s types, shapes, reflector size and curvature radius;
(3) For video camera-monitor devices, the detective distance and field range.
8.2 Factory on-site sampling testing
8.2.1 Principles of factory on-site sampling test
If it adopts ?€?factory on-site sampling test?€? to implement the after-certification
supervision, then CLIENT, manufacturer and manufacturing enterprise shall cooperate.
8.2.2 Contents of factory on-site sampling test
Certification body shall formulate the contents and requirements of factory on-site
sampling test in the certification implementation details. Certification body shall
formulate the sampling test plan based on the enterprise classification principles and
product characteristics. Designated personnel will take the samples from the qualified
products (including production line, warehouse or sea-port / airport etc.) according to
sampling test plan.
If the manufacturing enterprise is qualified with ?€?China Compulsory Certification
Implementation Rules ?€? Utilization of Manufacturing Enterprise Testing Resource and
Other Certification Results?€? and other testing conditions for certification standard
requirements, then certification body can use the testing resources of the
manufacturing enterprise to conduct factory on-site sampling test (or witness test); and
designated laboratory will issue the test report. If the manufacturing enterprise is not
qualified with the above testing resources, samples shall be sent to the designated
laboratory for testing. Certification body shall specify the requirements and procedure
