Protective device against unauthorized use of motor vehicles
1 Scope
This document specifies the general requirements, special requirements and test
methods for devices to prevent unauthorized use of motor vehicles.
This document applies to devices to prevent unauthorized use for M category and N
category vehicles, and to immobilizers for M1 vehicles and N1 vehicles with a maximum
design gross mass not exceeding 2000 kg.
2 Normative references
The provisions of the following documents constitute the essential clauses of this
document through normative references in this text. Among them, for referenced
documents with dates, only the versions corresponding to the dates are applicable to
this document; for referenced documents without dates, the latest versions (including
all amendments) are applicable to this document.

4.7 The keys used in the mechanical locking system shall include no less than 1,000
different combinations. If fewer than 1,000 vehicles are manufactured in a year, the
number of combinations shall be at least equal to the number of vehicles. The
occurrence rate of the same combination in all vehicles of a certain model shall not be
greater than 1/1000.
4.8 For M1 and N1 vehicles with electric/electronic locking systems (such as remote
control locking), there shall be at least 50,000 variations programmed into rolling codes
and/or a minimum scanning time of 10 days or at least 24 hours to scan 5,000 variations.
4.9 Motor vehicles equipped with digital keys (including but not limited to those using
Bluetooth communication, near field communication (NFC), ultra-wideband
communication (UWB), cellular mobile communication, etc.) shall meet the following
requirements:
a) The digital key shall be bound to the physical carrier;
b) The digital key and the vehicle's device to prevent unauthorized use shall be
able to be matched and authenticated;
c) Digital keys shall have measures to prevent replay attacks;
d) The unlocking of the device to prevent unauthorized use shall ensure that the
digital key is detected in the vehicle or within 6 meters around the vehicle.
This requirement does not apply to Remote Control Manipulation (RCM) and
Remote Control Parking (RCP) functions;
e) The unlocking of the immobilizer shall ensure that the digital key is detected
inside the vehicle, or the driver consciously triggers the operation within 6
meters around the vehicle. The distance limit for unlocking the immobilizer
after the digital key is detected inside the vehicle shall be within 2 meters
around the vehicle. This requirement does not apply to Remote Control
Manipulation (RCM) and Remote Control Parking (RCP) functions.
4.10 There shall be no visible codes on locks and keys.
4.11 For mechanical key devices to prevent unauthorized use, the design, manufacture
and installation of the lock shall ensure that when it is in the locked position, the lock
cylinder cannot be turned with a torque less than 2.45 N ?€? m using any key other than
the key provided, and:
a) For lock cylinders with pin tumblers, there shall be no more than two identical
tumblers arranged in adjacent positions and working in the same direction. In
the same lock, the number of identical tumblers shall not exceed 60% of the
total number.
b) For lock cylinders with flat tumblers, there shall be no more than two identical
tumblers arranged in adjacent positions and working in the same direction. In
the same lock, the number of identical tumblers shall not exceed 50% of the
total number.
4.12 When the vehicle is in motion, the device to prevent unauthorized use shall not be
locked due to any accidental operation error or accidental locking that may endanger
safety, and shall meet the following requirements.
a) The device to prevent unauthorized use shall first put the power system control
device in the shutdown position, and then perform an action (the action shall
not be a continuation of the engine shutdown state) before it can be locked; or,
the parking brake is applied to stop the vehicle or the vehicle speed is not more
than 4 km/h, then it can be locked.
b) For mechanical key devices to prevent unauthorized use, if the locking is
achieved by pulling out the key, the key shall allow at least 2 mm of movement
before the device to prevent unauthorized use is locked, or a human control
function shall be added to prevent accidental or partial removal of the key.
4.13 Auxiliary power can only be used to lock and unlock the device to prevent
unauthorized use. The device to prevent unauthorized use shall be able to remain in the
locked position without the need for auxiliary power.
4.14 Before the device to prevent unauthorized use is released, the vehicle's power
system cannot be started in the normal way.
4.15 For devices to prevent unauthorized use equipped with brake locking systems, the
release of the locking device shall not automatically release the brakes against the
driver's intention when the brakes are locked. For devices to prevent unauthorized use
equipped with brake locking systems that prevent the release of vehicle brakes, the
working part acting on the brake is only allowed to maintain the locked position by
purely mechanical means. In this case, the provisions of 4.14 do not apply.
4.16 For devices to prevent unauthorized use equipped with a driver reminder function,
when the driver's door is opened, if the device to prevent unauthorized use is not
activated or the key is not removed, the reminder function shall be activated.
4.17 Motor vehicles of M1 and N1 with a maximum design gross mass not exceeding
2000 kg shall be equipped with an immobilizer and shall comply with the requirements
of Chapter 7 and Chapter 8.
4.18 Electromechanical and electronic devices to prevent unauthorized use (such as
electronic steering locking system, electronic transmission locking system, electronic
shift mechanism locking system and electronic brake locking system) shall comply with

5.1.5 If the mechanical key of the device to prevent unauthorized use can be pulled out
from a position other than the position for locking the steering mechanism, the design
shall ensure that the manual operation to reach the position and the action of pulling out
the mechanical key shall not be achieved unintentionally.
5.1.6 For M1 and N1 vehicles, if the steering system remains locked and some
components fail when the torque specified in 5.1.4a), 5.1.4b) or 5.1.4c) is applied, the
system complies with the requirements.
5.2 Devices to prevent unauthorized use acting on the transmission locking system
or brake locking system
5.2.1 The device to prevent unauthorized use acting on the transmission locking system
shall be able to prevent the vehicle's driving wheels from rotating.
5.2.2 The device to prevent unauthorized use acting on the brake locking system shall
ensure that at least one wheel on each side of at least one axle can be braked and locked.
5.2.3 When the anti-theft function is released, the device to prevent unauthorized use
shall not hinder the transmission and/or braking functions of the vehicle.
5.2.4 When the key of the device to prevent unauthorized use is in the inserted state,
even if the mechanism preventing the engine and/or drive motor from starting has been
operated or is in the working position, the device to prevent unauthorized use on the
transmission system or brake system shall not be locked unconsciously. This article
does not apply to the device to prevent unauthorized use acting on the transmission
system or brake system with other additional functions; the additional function
automatically locks the transmission system or brake system under the above
circumstances.
5.2.5 The design and manufacture of the device to prevent unauthorized use acting on
the transmission system shall ensure that it is still fully effective after undergoing the
locking cycle wear test specified in A.2.3 for 2500 times in each direction. The design
and manufacture of the device to prevent unauthorized use acting on the braking system
shall ensure that it is still fully effective after undergoing the locking cycle wear test
specified in A.2.5 for 2500 times in each direction. For the device to prevent
unauthorized use acting on the braking system, the electronic or mechanical sub-parts
of the device shall also meet the requirements.
5.2.6 If the mechanical key of the device to prevent unauthorized use can be pulled out
from a position other than the transmission locking or brake locking position, its design
shall ensure that manual operation to reach the position and the action of pulling out the
key shall not be achieved unintentionally.
5.2.7 Under the condition that the transmission system does not suffer damage that
endangers safety, the device to prevent unauthorized use shall be tested according to the
test method specified in B.2.3 and shall be able to withstand a static torque of 1.5 times
the maximum torque applied in both directions under static conditions of the
transmission system locking system. The maximum torque that can be transmitted by
the clutch or automatic transmission is taken as the maximum torque.
5.2.8 For devices to prevent unauthorized use acting on the brake locking system, the
vehicle shall be tested according to the test method specified in B.2.4 and the vehicle
shall remain braked.
5.2.9 For vehicles equipped with a device to prevent unauthorized use acting on the
brake locking system, even if the device to prevent unauthorized use fails, the
requirements of GB 12676 or GB 21670 shall be met.
5.2.10 The device to prevent unauthorized use acting on the brake locking system shall
adopt mechanical protection devices without affecting the braking performance of the
vehicle.
5.2.11 The device to prevent unauthorized use acting on the brake locking system shall
be installed on the vehicle as an original component. Its installation method shall ensure
that when it is in the locked state, even if its housing is removed, without the use of
special tools, the mechanical protection device or device to prevent unauthorized use
cannot be disassembled. If the removal of the screws makes the device to prevent
unauthorized use ineffective, the screws shall be covered by parts fixed to the device to
prevent unauthorized use, or anti-disassembly screws and other special forms that are
not easy to obtain shall be used. In this case, the provisions of 5.2.10 shall not apply.
5.3 Devices to prevent unauthorized use acting on the shift mechanism
5.3.1 The device to prevent unauthorized use acting on the shift mechanism shall be
able to prevent any substantial effective gear change.
5.3.2 For vehicles with a manual transmission, the gear lever shall be locked in the
reverse gear and/or neutral position.
5.3.3 For vehicles with automatic transmission, the vehicle shall be locked in neutral,
reverse and/or "park" position.
5.3.4 For vehicles without a transmission, the vehicle shall be locked in neutral, reverse
and/or "park" position.

7.3 The immobilizer shall not be permanently in the override state.
7.4 The immobilizer shall be installed on the vehicle so that even if a failure occurs, it
will not affect the performance and operational safety of the vehicle.
7.5 The immobilizer shall be installed on the vehicle in accordance with the
manufacturer's requirements and shall not be damaged or rendered ineffective quickly
and unnoticed (such as by using tools, equipment or devices that are easily available to
the public, low-cost and easy to hide); the immobilizer shall not be easily or quickly
rendered ineffective by replacing major components or assemblies.
7.6 The immobilizer shall ensure that after being installed on the vehicle in accordance
with the requirements specified by the manufacturer, it can meet the ...
