0 Introduction
This Rules is established based on the safety risk and certification risk of
evacuation products in fire protection products. It stipulates the basic principles
and requirements for the implementation of compulsory product certification for
evacuation products used in public places and residences. Its purpose is to
ensure that the certified products continue to meet the requirements of laws,
regulations and standards.
This Rules can be used with other general implementation rules issued by
Certification and Accreditation Administration (CNCA), such as ?€?China
Compulsory Certification Implementation Rules - Manufacturing Enterprise
Classification Management, Certification Mode Selection and Determination?€?,
?€?China Compulsory Certification Implementation Rules - Utilization of
Manufacturing Enterprise Testing Resource and Other Certification Results?€?,
?€?China Compulsory Certification Implementation Rules - Factory Inspection
General Requirements?€?.
The certification body shall make implementation detailed-rules for certification
according to the general implementation rules and this Rules and implement
them accordingly.
Manufacturing enterprise shall ensure that their certified products are capable of
sustaining the compliance with the certification and are compatible with the
requirements of the standards.
1 Application scope
This Rules applies to evacuation products used in public places and residences,
mainly including the following types: escape products, self-rescue respirators, fire
emergency lighting and evacuate indicating products, and fire safety signs.
2 Certification basis-standards
The basis-standards are shown in Attachment "Compulsory Certification Unit
Division and Basis-Standards - Evacuation Products".
The latest versions of standards for certification testing issued by the National
Standardization Administration shall be executed. When adding or reducing the
basis-standards or using other versions of the standards, it shall be implemented
in accordance with the corresponding announcement issued by the CNCA.
3 Certification modes
CLIENT shall submit a certification entrusting based on the unit division
requirements.
The same products produced by the same manufacturer and different
manufacturing enterprises, or the same products produced by different
manufacturers and the same manufacturing enterprise may be classified as the
same certification unit.
5 Certification entrusting
5.1 Application and acceptance of certification entrusting
CLIENT must put forward the certification entrusting to the certification body, in
an appropriate way. Certification body shall process the certification entrusting;
and feedback the acceptance or rejection according to the time limit in the
certification implementation detailed-rules. CLIENT shall be able to assume the
relevant product quality responsibilities. The relevant manufacturing enterprises
shall be able to produce normally; and comply with the requirements of national
laws and regulations and relevant industrial policies.
5.2 Certification entrusting materials
The certification body shall, according to the requirements of laws, regulations,
standards and certification, clarify the list of certification entrusting materials in
the certification implementation detailed-rules. It shall at least include the
certification entrusting application and contract, the registration certificate of
CLIENT, manufacturer and manufacturing enterprise, product conformity control
documents, product production process instructions, etc.
CLIENT shall provide the required materials according to the requirements of
certification implementation detailed-rules. Certification body is responsible for
auditing, managing, preserving and keeping confidential of the above-mentioned
materials; and shall inform the CLIENT of the auditing results.
In order to simplify the procedure, CLIENT may submit the type test report issued
by the laboratory designated by the CNCA at the same time.
5.3 Implementation arrangement
Certification body shall agree with the CLIENT on the relevant responsibilities
and arrangement of various aspects of certification implementation. And
according to the situation of manufacturing enterprise and classification
management AND the requirements of this Rules and certification
implementation detailed-rules, DETERMINE the specific program of certification
implementation and INFORM CLIENT.
6 Certification implementation
The certification body shall establish an information management system
suitable for the product certification activities carried out.
6.1 Type test
The certification body shall clarify the basic requirements of type test in the
certification implementation detailed-rules. It shall include the applicable
inspection items, sample sampling/sending requirements, quantity, inspection
time limit, key components and raw materials used in the product. It shall clarify
conditions and specific requirements for acceptable conformity assessment
results.
CLIENT shall select on its own the laboratory designated by CNCA (hereinafter
referred to as the laboratory) for type test.
The laboratory shall sign a type test contract with the CLIENT. The contract shall
include the type test plan based on the principle of unit division, sample
requirements and quantity, test standard items, laboratory information, charging
standards, and charging methods, etc.
6.1.1 Authenticity requirements of type test samples
CLIENT shall guarantee that all the samples provided are consistent with actual
products. The laboratory shall review the authenticity of the samples provided by
CLIENT. When the authenticity of the sample is in doubt, the laboratory shall deal
with it in accordance with relevant regulations; and explain the situation to the
certification body in time.
6.1.2 Implementation of type test
Type test shall be conducted in the laboratory. Laboratory shall conduct the type
test to the samples, integrally record the whole test and archive for retaining, so
that the test process and results are traceable. The laboratory shall stipulate and
publicize the test time limit for each compulsory certification product designated
to be tested.
If the manufacturing enterprise has the test conditions required by "China
Compulsory Certification Implementation Rules - Utilization of Manufacturing
Enterprise Testing Resource and Other Certification Results" and by the
certification standards, in the implementation detailed-rules, the certification body
shall specify the management procedures and specific requirements for the use
of testing resources of the manufacturing enterprise.
6.1.3 Type test report

When there are serious disqualified items in the factory inspection, the result is
concluded ?€?fail?€?.
6.4 Adoption of relevant results
The certification body shall make arrangements for adopting other conformity
assessment results. The relevant requirements shall be stipulated in the
certification implementation detailed-rules.
6.5 Certification evaluation and decision
The certification body conducts a comprehensive evaluation of the type test,
factory inspection results and related materials/information. If the evaluation is
passed, the certificate will be issued according to the unit. If the evaluation is not
passed, the certification will be terminated.
6.6 Time limit of the certification
The certification body shall clearly stipulate the time limit of each link in the
certification implementation detailed-rules; ensure that the relevant work is
completed within the time limit. CLIENT must actively cooperate with the
certification activities. Under normal circumstances, within 90 days from the
acceptance of the certification entrusting and the signing of certification contract,
a certification certificate shall be issued to CLIENT.
7 After-certification supervision
After-certification supervision refers to the supervision implemented by the
certification body to the certified product and manufacturing enterprise. In
combination with the classified management and actual conditions of the certified
manufacturing enterprise, the certification body shall clarify the specific
requirements for the selection of supervision method in the implementation
detailed-rules. CLIENT, manufacturer, and manufacturing enterprise shall
cooperate.
7.1 After-certification follow-up inspection
7.1.1 Principles for after-certification follow-up inspection
Based on manufacturing enterprise classification management, certification body
shall implement the effective follow-up inspection to the certified product and
manufacturing enterprise; to validate the quality assurance and product
conformity control capabilities of the manufacturing enterprise; to ensure that the
certified products are in accordance with standards?€? requirements; and maintain
the conformity with type test samples.
When the after-certification follow-up inspection shall be conducted during the
normal production of manufacturing enterprise, priority is given to the method of
not notifying the inspected party in advance. For those products that are not
continuously manufactured, CLIENT shall actively provide the relevant
production plan to certification body, so that the after-certification follow-up
inspection can be conducted in an effective way.
The after-certification follow-up inspection shall be carried out by factory
inspectors. It can be carried out by means of on-site inspection of manufacturing
enterprise, remote factory inspection, and ?€?cloud platform?€? follow-up inspection,
etc.
7.1.2 Content of after-certification follow-up inspection
In accordance with the certification rules and the requirements of the standards,
in the certification implementation detailed-rules, the certification body shall
specify the follow-up inspection content on whether the product continues to
comply with the compulsory product certification quality assurance capability and
product conformity requirements.
7.1.3 Time of after-certification follow-up inspection
The certification body shall, on the basis of the classified management of
manufacturing enterprise, reasonably determine the follow-up inspection time. It
shall be specified in the implementation detailed-rules by the certification body.
7.2 Production or port on-site sampling test or inspection
7.2.1 Principles for production or port on-site sampling test or inspection
Production or port on-site sampling test or inspection shall cover certified
products.
7.2.2 Content of production or port on-site sampling test or inspection
Production or port on-site sampling test: The test of the applicable items of
certification basis-standards implemented by the laboratory on samples, after
sampling at the production or port site, in accordance with the requirements of
the certification rules, standards and certification implementation detailed-rules.
Production or port on-site sampling inspection: The sampling and inspection of
certified products at the production or port site by the certification body, in
accordance with the requirements of the certification rules, standards and
certification implementation detailed-rules.
7.5 Record of after-certification supervision
The certification body shall record and retain the after-certification supervision
work carried out by it in an appropriate form, to ensure the traceability of the
certification process and results.
7.6 Acceptance of the results of quality supervision spot checks and fire
protection inspections
The certification body shall, in accordance with the law, adopt the results of
national and local produ...
